The house looks like it need a lot of TLC
Or a wrecking ball. What a dump! For $1.2 million? This house looks worse than the Animal House! Imagine what the interior looks like....

Guessing it has more to do with the location and size of the lot.

This 8000+sq. ft former fraternity house steps from SU, is zoned Planned Institutional District (PID) and also on the Historic Registry. The house has 9 bedrooms, 4.5 baths, a commercial kitchen and the first floor is all common living space. The house needs renovation to be brought back to life, but so much potential and LOCATION, LOCATION, LOCATION!
If it's on the historic registry, does that mean the outside have to remain the same?

No. That designation means nothing.

If I have that kind of money, I'd do what Sciencewoman say and bulldozed that house down. Always a bad thing when the listing doesn't show what's inside the house.
