Some chapters may already have this but websites can have an impact. That is usually the first place a prospective goes to when considering going greek. One thing our Greek Alumni Council is trying is sending out CD-ROMs to Freshman on going greek. Mailing Rush Applications to their homes. There should be a way you could do that. Provide Rush Pamphlets that you could mail with the Rush Applications informing the student about the Greek System on campus. You could hang banners up on campus (if they let you)with the website address on them and also panhellenic should have a say in what goes on in their rush. Best of Luck!
