PNMs and "cutting" chapters.

Question on PNM rankings.
Let's say it's the end of Round-before-pref (sisterhood, or skit, or whatever your campus calls it), where there were 6 parties. The PNMs go to rank for the final part, Pref, where they can go to 2 sororities.
Do they list just 2 in order of preference?
Or do they list all 6?

They list their top two untangled and then rank the remaining four in order of preference.

It means the top 2 don't need to be in any particular order. It would look like this

1. ABC
1. DEF

2. GHI
3. JKL
4. MNO
5. PQR

If one (or both) of the #1 chapters does not invite her back, her rankings of the remaining 4 would come into play. GHI is the one she would most like to have in place of her Top 2, PQR is her least favorite.
