I would also suggest that underground groups also flourish when the university administration places too many unreasonable restrictions on law-abiding recognized groups. In other words, a recognized GLO would be offering the students more (more socials, etc), but can't because the university-placed limitations. The loss of student interest in favor of underground groups, then, would be through no fault of their own.

I think what also happens is that when the law abiding groups are penalized for stupid things, it can make them resentful and just throw up their hands and go whole hog. In for a buck, in for a quarter.

It would be interesting to see where the SUNY system would be at now if they had never outlawed nationals for that period of time. They did it for a good reason, I guess, theoretically, but I question if the result had anything to do with that aim or furthered it.
