It is most definitely a difficult option, especially since expansion has slowed majorly.
So many stars have to align for a chapter to begin from a grassroots effort, the first being that Greek life at that campus sees a need for a new group.

The *only* other situations in GLOs that I can think of where "start a chapter of your group" would be inappropriate are a few honoraries specific to a major that have an agreement that only one can be on a campus
