Every group may take quota at Formal Recruitment, regardless of where they start out or where that would put them. Even if total is 100 and the chapter starts out with 110, the chapter may take quota (and the Panhellenic should probably reevaluate total, but that's another story). It makes sense because quota is usually about the same amount from year to year, so the number of seniors who graduate should about equal the number of new members, mostly freshmen, who'll be replacing them. Because snaps count towards quota, a chapter may snap to quota, even if it would put them over total.
The way I understand it is this: Chapter size = Actives + New Members. If an NM class puts a chapter over total, the chapter would only be able to COB if enough NMs depledged to put them back under total. If total is 100, the NM class puts the chapter at 110, and 15 NMs depledge, the chapter would only be able to COB 5 girls, even if NM class was 20.
