Are you still in touch with any of the women who were sisters when you were pledging? They would be your first place to start. One of them contacting headquarters in tandem with you would hold more weight than just you, IMO.
Of course if the something that came up is that you were not initiated because of interpersonal issues with many sisters, you need to let this drop.
