Do RFM specialists sometimes take upcoming colonizations into account when giving carry figures?

OF COURSE they do. Remember the point of RFM... and how that has to be managed to allow for a successful colonization.
I'm not trained in RFM policies, and I don't know anything about making allowances for upcoming colonizations. If this is common knowledge, then I apologize for my ignorance.
