Congratulations on deciding upon Kappa Delta Chi! There's a young KDChi Chapter on my campus, they're a hardworking bunch.

Definitely consult with KDChi's national org, so that you comply with their standards for recruitment. They may have suggestions about what's worked/what's not worked for their other chapters. Also, you might want to talk to some of the recently established KChi Chapters, especially the ones with large with solid greek systems, and see what's worked for them. (My school is "big greek", I would say, and it's definitely been hard for my sorority, one that's independant of any umbrella org, to get established - thus you might want to talk KDChi's at OU.)

I don't know about the function of CNHL or NALFO in helping new organizations get started on campus - if KDChi is affiliated with them, and they're on your campus, perhaps they could help.

Also, work with organizations on campus that promote multicultural and Hispanic-oriented progams, to get the word out as well as perhaps to do joint-service projects with (I know KDChi promotes quite a bit of community service!). Organizations like the Society of Hispanic Professional Engineers, or Hispanic Student Services are examples of organizations I think of on my campus.
