I think what shocks me the most about PA is its thriving Greek communities at a lot of smaller and/or lesser-known schools. Look at Thiel College for example: 1,100 undergraduates and they have 4 NPCs and 4 NICs which consistently do well.
ETA: I just saw St. Joseph's University, as well. There are 4,900 undergraduates, 5 NPCs, and total is at 156.
Gettysburg College is another: 2,700 students, 5 NPCs (with a new colony in the fall), and quota is hovering around 30.
There are too many examples to name them all.
