Yes, IFC rush is held at the same time as NPC recruitment. I think they just do it at the same time more for convience. IFC rush is very small, compared to NPC. I seriously doubt the same issues exist with the timing of fraternity rush.
We all know what can happen when a girl does not get the bid that she & her mother think she should get. I don't think I have ever heard about that same thing happening with the men.
