I'd advise you to think about those with whom you already are close to and have a strong connection with, and invite those ladies to rush. That was where my FV derived almost all of its founding sisters, and I personally found it difficult to introduce Beta and get women with whom I wasn't familiar really interested in the organization.
I will admit that I paid the initial International dues for two of our sisters that stated that they were unable to pay the fees, that way....if they love Beta....they'll stay and find a way to pay for themselves during the following year. If they discover that it's "not for me", then they go inactive and there's no big issue. It's a last resort, but did bring in two sisters that otherwise would have said "no thanks". Another suggestion (especially if they are fans of Kiva Juice or Starbucks or somewhere where they have a habit of picking up a cup of whatever each morning) is to equate the fees (even with a payment plan) to something that they already consume. Such as:
"Well, Beta Sigma Phi costs less than .20 cents a day. I know that I thought that it was too expensive myself, but it is, compared to what I pay for the Grande Mocha Frap that I buy from Starbucks every day!"
(I said this to one of the sisters who is rushing this summer! She thought about it and agreed.)
