Speaking as a recent grad from a school famed for their partying, I agree with the family about releasing the photo. Plastering the photo all over campus is taking it to extreme, I mean, you don't want to scare the crap out of kids before they even set foot in a classroom. However, I think that photo would send a VERY strong message to active members of Greek organizations (both at Chico and across the country) whom have not yet encountered that sort of ordeal that close to home (i.e. a member of their own organization).
My experience had led me to believe that there is an air of 'invinciablity' amongst a lot of greeks, whom think they can control their drinking and forget that this is a very real threat that can strike any time, any where. If I had a nickle for every time I witnessed a fraternity member passed out stone cold with vomit all over himself.... I say they were lucky. If one incident happened differently, say, his roommate got wrapped up in something and DIDN'T come check on him, he could have been the next day's headlines.
Sorority women are not innocent either. But again, no one thinks it will happen to them or someone they know.
I think that image of a young man would definately influence Greek members, and hopefully help them see no one is 'above' the line.
