I THINK (but am not positive) that they got their lodge at the end of the previous semester so they're posting "Welcome Home!" as in welcome to the new lodge. I have a friend in this chapter and she is in the photo as well as other sisters I recognize from her photos.
Again, not positive, but that's my guess.

Yes, They have a freshman and UC quota. Delta Pi reached both with 5 quota additions.
I saw elsewhere on GC that upperclass quota was 11 and freshman was 35. I assume that is correct, but Delta Pi's membership adviser didn't report those numbers, and I haven't seen them from any other official source.
