Can someone clarify for me, though? If you don't maximize options by listing all three chapters on your card after Pref, and the worst happens and you don't match with one of the two you listed, you're still eligible for the colonization, right? Or not?

You are correct. No match = the PNM is eligible to take a bid from another organization.
