Because for many if not most GLOs, it is secretive.

Sure, chapters may give some general idea as to the type of guy they're looking for. And no, it may not be a secret that there are a series of votes. But for every chapter of every GLO I've ever known of where the chapter does vote on bids, everything about that vote -- results, reasons, etc. -- stays in the chapter and is not shared outside the chapter. Hence, secretive.

I see what you mean. Yes, any reasons of why a specific person didn't receive a bid does stay secret.
