To bring a new sorority on campus, the campus Panhellenic must first vote that they want to expand. If they do, they invite NPCs not currently on thei campus to submit expansion proposals. Not every sorority will submit these. Those who do are reviewed, and then the campus invites a select few of those who made proposals to make a formal presentation. The campus Panhellenic then votes on which sorority they will extend an invitation to.

Therefore, it is not possible for you to start a new ZTA chapter at your school. The Campus Panhellenic makes that decision.

I recommend you embrace your alumna status and find other campus activities in which to make new friends. I know it is very disappointing, but it will not be possible for you to participate in Panhellenic Greek Life at FIU.

You are welcome to contact your campus panhellenic with a recommendation that they consider inviting ZTA to colonize, but I suspect you will be unsuccessful because of the aforementioned process.
