I totally agree with you on this. The problem is the other Chapters use it as ammunition to spread the word that you had a bad recruitment because you didn't make quota. Not making quota = not successful recruitment on many campuses.
On my own campus I went up to the office 2 times about our recommended releases into preference only to be told we would be fine. I predicted we would miss quota by 10 and we missed by 9. Did we have a successful recruitment? You bet! the girls and the Advisors could not be happier with the quality of women that we took. I will bet you $100 that there will be groups spreading the word how they did it right and we did it wrong. Happened last year to us too.
On a side note, if our flex list had been longer we probably would have been ok and flex list doesn't hurt any one in the process because they are not taken off or put back on unless you need it.
