Yeah, and while I do agree it should be updated fairly often (every 3-4 years seems right to me, unless there is something that is going to stick around that made the school/system get huge overnight), I think doing it after every rush can be too much of a knee jerk reaction.

I think at big recruitment campuses, every 3-4 years would be too infrequent. I have noticed changes in campus total of 20 or more at some of these schools in 1-2 years time. With a lot of chapters, that can add up to a lot of spots that could be filled via COB. It also can mean smaller groups are doomed because they can't COB up to average chapter size because total is too low. Plus, how hard is it to adjust total? Calculate average chapter size, vote on it, and let the groups under start COBing.

But it also works the other way, if adjusted annually. I know I have both been frustrated hearing of campuses that don't adjust their Total down when necessary. I've worked with chapters whose Chapter Total was set at 45 but the average chapter size was 21. They were afraid to lower it in case one chapter had a great year and would be unable to grow more but it led to a lot of dirty rushing and "if you drop, we'll pick you up as a COB" types of issues. If they know it will be evaluated annually, there's a lot less of that too.
