Because they just don't know. I am pretty sure that my mom never even wrote me a legacy introduction form for her group.
A colleague's daughter rushed at an SEC school a few years ago, and declined my offer for a rec, because the website says you don't need them (I wrote in anyway, but with obviously limited info).

In the internet age, I find it hard to accept that a PNM may just not know. Especially if they (or their parents) have to fork out at least $100 to register I would hope they put some effort into researching what they are signing up for. Being the OCD person I am, I looked up the undergraduate registration fee for Alabama admission and thats $40.
Then again if these PNMs don't have the tenacity to bother to look these things up maybe thats another way to narrow the incredibly large numbers.
The large numbers has made me wonder what the SRC program at Bama is like. Has anyone on GC been one recently? They must have so many each fall that Sigma Rho Chi could be their own mini-sorority at Bama!

Because they hear/believe what they WANT to hear/believe.
Ninety-nine people may tell them to get recs. However, if one person (or website) says that they aren't necessary, then that is what they will hear and believe. They want the path of least resistance and the path that will get their 18-year old self to the pool the fastest.
I talk with my PNMs/rec crew until I am blue in the face about what to provide me in a resume and what type of pictures to send in. I explain in detail that I can't help them if they don't help me. It does absolutely no good. They do what they want to do and think they have all the answers.
Then they go to the pool.
At least they will have nice suntanned bodies when they get their harsh cuts.

Where is it that they are supposed to get this information, though? Hopefully they stumble across GC, but you will not find good info about obtaining recs on greek life websites nor on the sites of any of the NPC orgs. Basically, your argument is that women rushing should ignore official sources in favor of listening to strangers on the internet.

Good point! Hmmmm I guess I don't have a good alternative to what I suggested.

I don't think that's so. They tell you the recs are required - at least the ones we are talking about - SEC schools, etc. It's how to get them that they may not know. But when we lay it out for them and they still balk, well, no sympathy here. Sorry. I could do it for you - but I'm not going to. I did it for myself back in the day and once is enough. (no daughters) But I will tell you what to do and how to do it. And if i know you personally or agree to sponsor you and I'm feeling generous I'll ask if you need any others I can help you get. The rest is up to you.

What? You mean the system favors people who already have a friend or a family member in the system?
What I find harder to understand is why a girl who has never met anyone in a sorority ever not even in passing long enough to remember they are in a sorority would be so determined to join a sorority?

Oh, sure. I was responding to posters above who were incredulous that women would not have all of their recs in order months in advance. Plenty of people don't know better, and the fact of the matter is that neither the schools nor the individual NPC groups do a good job of clearly dispensing the information these women need.

I can't speak for other schools but as this is a University of Alabama thread I can tell you that the UA Panhellenic, sororities and even the school do an incredible job informing girls about recruitment and recs. DD received emails about Preview Weekend and Greek life. The website of both the Panhellenic(where you register), Facebook all had the info these girls need. The school even hosted many out of state cities Greek recruitment info sessions. Having written many recs I can say I understand the posters who are tired of these girls that can't take the time to read the info or listen to the info given. Even after attending Preview Weekend and talking with them, there are girls I know who only got recs to six or so houses because those are the only houses they want.
