They knew they couldn't do anything in the fall, so that's not really 'telling me no' a first time.
If you went to COB events in the fall, and THEN went to formal rush events in the spring, the chapters who didn't invite you back were "telling you no" in the spring. Again, this is not a giant Greek system where people fall through the cracks.
