Tattoo =/= tramp stamp. Not for the last 25 years or so, anyway...Considering we have national councillors, foundation trustees and volunteers who have them, I would hardly refer to them as "tramps."
"Tramp stamps" are generally regarded to be large tats on the lower back...not tats as a whole.
