I think your right, I just glossed over the 'spring' part of the ban and just read 2013. So they would only miss formal in 2012.

In response, the university decided to forbid the sorority from hosting certain social events and recruiting new members until spring 2013.

Is Colorado State’s formal NPC recruitment in the Spring? If so, it seems like Kappa Kappa Gamma would not be able to COB now or in the fall, but would be able to participate in the next formal recruitment in the Spring of 2013.

If fall is formal, well...
