Here is how I prioritize-
1) Michigan over everybody
2) Michigan State over everybody except Michigan
3) Big 10 teams over everybody else (yes, even Ohio State)
4) No other teams matter

AGDee, you're like the Big 10 version of me. I go "Alabama over everyone-->Auburn over everyone but Alabama-->SEC (including Tennessee) over everyone else" and now that Texas A&M will be SEC, I don't have to have a special exemption for them anymore for my aunt who went there.
That's strictly for FBS, though…my other die-hard team aside from Alabama is D2 (hoping to go FCS).

4. Everybody else

I'll swap out Iowa for Michigan, Iowa State for your #3 and presume there are only 5441 NCAA colleges in America. That whole THE thing just bugs the hell out of me, although they didn't do that when I was in school.
