No they are not locals and as far as I know they don't follow an NPC/IFC model. Maybe it is due to the fact that we have quite a few asian interest GLOs. To clarify I have only heard the term "top" chapter this with those GLOs.

i will never understand why people want to be a part of a group that rejected them.

This. Granted Greek Life isn't huge on my campus, but I've never seen a chapter who previously rejected a PNM later give them a bid the next time the PNM rushed.

Are you talking about sororities or fraternities? Due to the quota system for sororities, it happens from time to time. PNM gets released, not because she isn't wanted, but because they want others more. Of course, it is different on a campus with 1000 women rushing than on one with 100 PNM's.

Fraternities, on the other hand, barring the select few campuses that have a formal men's rush, can take as many as they want, so if they don't take you....
