At my school, fraternities were not allowed to have kegs in houses; only cans. Maybe there's a similar rule in place here?

Speaking hypotetically a chapter might buy cases instead of kegs to get around insurance issues. It's easier to say that a case is your personal property that you might share with a couple of friends then a keg would be. At least that's what some chapters might do.
