It's much more common than you think. Many schools pay the Greek life director a pittance - that is, if it's actually a regular paid position and not a grad student on assistantship - and many schools also could care less if the person they hire has any Greek experience at all, or if they don't, if they will make an attempt to learn.
It's a quite effective way to make a mess out of Greek life without it actually seeming like you're doing it on purpose.
nkim - if the group wanted to give you a bid before I wouldn't see why they still wouldn't want to. Since the Greek coordinator screwed up, you should be able to go ahead and take the bid even if the group is over quota and total. I'm sure the group will be perfectly OK with having one extra person. If she flips the script again, go over her head to her boss.
