An advisor is an alum who helps out with the running of the chapter so there is consistency over time. I don't know "creating." I guess you'll have to put it in context. When fraternities start up a new chapter on a campus, some call those new members "founders." Some call them colony members, or maybe that is just sororities. But it's the guys who go through a huge amount of work to establish a fraternity on campus and are thus given extra respect by subsequent members. Or it can mean the literal founders of the fraternity from 100 years ago or so.

By creating, I was talking about founding. Thanks for the help tho!
