This letter bothers me because he says he banned pledging and then says:

The requirement is simply that pledging be replaced with a process that is devoid of personal degradation, disrespect or harassment in any form.

It doesn't sound like it is pledging he is banning, but hazing. I don't like the idea of those two words being used interchangeably because they are not the same thing at all.
