Your friend is quite misguided. At their core, JROTC is a
mentorship program, their goal is really no different than Big Brother/Big Sister or the Boys and Girls Club. That being said, there will always be a high concentration of mentorship programs in high poverty areas because that is where they are really needed.
Lastly, referring to people who enlist in the military as "cannon fodder" is just asinine and offensive.
