From the VT website. "At 9:09 a.m. three juveniles attending a camp at the university reported seeing a white male, 6 feet tall, with light brown hair outside of New Residence Hall East holding what may have been a handgun. They say the weapon was covered by a cloth or covering of some sort."
What may have been a weapon.
So how do they see something that is covered and tell that it's a gun from a distance? This sounds like a false alarm for a nonevent.
And it is not illegal to carry a weapon on VT campus, as long as you don't carry into a building. Students may face discipline, but only under campus regulations, not under law.
