The most comfortable heels I've ever owned were Bandolino. And every pair I've ever tried on since has also been very very nice. They run ~$60 a pair but they're great quality shoes.

Found these ones on Zappos:
Black Peep-toe heels

Black Sling-backs with bow

There's these too but idk if your chapter would count them as "heels"

I don't have your height or ankle concerns, but I have special shoe needs due to my Morton's toe and previous foot surgeries so I'm always looking for comfortable shoes. Granted what is comfortable for one may not be for another, as I have experienced, so try everything on, even if it isn't labeled "comfort" or may look like it won't work.

Consistently I've found Sofft brand shoes to be pretty comfortable, and moderately priced ($100 or below when not on sale), and not only are they sold at Macy's and Nordstrom, but even in my cow town. Cole Haan is nice but costs more, and my favorite is Anyi Lu which I only get at a massive Nordstrom sale or at The Rack.

Here's what I mentioned coming into play, Bandolino's have never fit me right, other than boots. If you can get to a Nordstrom's and find a well trained person in the shoe department and tell them about your concerns they should be able to bring you some suggestions so you're not trying just anything on. When a salesperson knows their stock they are aware of inconsistencies or quirks of a line, design, or shoe and can really make the experience smoother and a good use of your time.

If you can financially swing it, spend a little more money for a pair of black heels you can use beyond rush. A good pair of black heels will take you to job interviews and into an internship or a grownup job and you know they will be comfortable. If you want to go that route I would suggest sticking to closed toe as they are more work appropriate over all than peep or open toe if you end up working somewhere more conservative.

I just found the cutest/comfiest ones at Kohl's. They're by Mudd - I couldn't find them online but these are similar.
