If you are a top tier chapter, a theme like this will make you look snobby and elitist, which is generally a stereotype that most "top" chapters are already saddled with and usually wish to avoid. If you are a bottom tier chapter, this could backfire and potentially make you look desperate and like you are trying too hard. I can see GDIs seeing the inherent snobbery and going, "Uhh, isn't that the nerdy chapter anyways? Why are they putting us down?"
I think a shirt without a slogan is fine and your best bet, not a bratty slogan and corresponding theme party.

It depends. On my campus, where no sorority or fraternity is generally speaking "frat" (according to TFM) it would be funny...for that reason. And our campus Greek life is certainly not unique in that respect. If it's a campus where some organizations take "frat" seriously....you're right.
I think "Gamma Phi Beta" on the front with simply "TSM" on the back would be ok (and funny IMO). But again the quotes could be seriously misinterpreted no matter what the campus atmosphere.
