This type of punishment is according to Islamic law. This type of incident happens in other Muslim areas such as India (where a man can disfigure a woman by throwing acid on her because she refused him), Afghanistan (where the Taliban does not pemit women to appear in public w/o a male escort) and other countries I cannot call at this time. I doubt this would happen in non-Muslim African countries.

This is true. Many countries that follow strict Islamic law adopt these principals. Cut of your hand for stealing, the family of a murder victim will initiate the excution. I knew someone who was Indian (Muslim) and when his fatehr died his mother had to stay indoors for a year to ensure she didn't get involved in another relationship until the year had past. Islamic law has alot of strict rules for women in particular.
