Nope. There is no such thing as summer recruitment (per NPC guidelines). It's either fall or spring. In the case of USC, it is fall.

It is competitive, but the majority of women who maximize their options at USC actually do get bids.

As for rushing at another school and transfering into USC, that doesn't always work out. The USC chapters are large, and therefore selective about taking on transfer affiliates from other schools. Not everyone who wants to affiliate gets to.

Whoever told you that summer recruitment existed is incorrect.
