Sophomores are generally not at an awful disadvantage, although they will have heavier cuts than freshman. You really need to keep a very open mind and attend
all parties you get invitations to as a sophomore. Every house on our campus is fantastic. They all do fabulous philanthropies and do fun events. Every house participates in the All-Greek Activities which are amazing.
Hopefully, you were involved on campus last year. Having friends and a good GPA will improve your recruitment too.
If you have recommendations, they will help you a good deal. If not, oh well.
You can let them know about the double major if it comes up, but you'll still be classified as a sophomore. (After all, a lot of people double major, especially because we don't get minors). Just keep an open mind and wow them with your personality.
Also, if you are a sophomore and have already moved in to an off-campus apartment, tread carefully during Welcome Week. There are sorority women everywhere (seriously) and I've seen many a recruitment ruined during this week. For the 50,000 kids on campus, news travels horribly fast.
Example:
I had a girl come up to me, pulling up her tiny tube-top (with a thong hanging out to boot) in a bar (very obviously underage) and exclaim "OMG! You're president of that classy chapter! We start rush soon! I'm totally excited to be in a sorority! Will you get me in your house?"
I never got a chance to reply because she hugged me and ran off to do shots. I recognized her when she came in to recruitment. She, obviously, had no clue she had ever personally met me.

But back to the main point: Don't worry too much about your sophomore status. You will experience harsher cuts but likely still end up in a house. In the words of a past president of our PHA, "Nearly every girl who
truly opens her heart to finding her home will find one here at Wisconsin".
