Exactly. Total can be 130 yet every chapter may have 220 members. Just means Panhellenic has not yet voted to raise total. It just means that the chapters can't COR because they are already at or over total. However, chapters are always (except at Ohio State LOL) allowed to take quota, even if that puts them over total.

So, if total at Arkansas was 130 2 years ago, and most chapters were actually around that size, but last year most chapters took, say 90 new members and only lost 40 seniors, then took 100 new members this year, the chapters might have 280 members but total is still officially 130. It happens at some schools.
