Typically, when do they determine quota? Or rather, when do they find out what it is?

If they are using release figures, then there is probably a quota range set. The numbers are crunched using several numbers as quota and the outcome that gets the most PNMs placed and the most chapters hitting quota is used. It's far more complex than the old days of hand bid matching, but much faster too.
