frankly, I'd advice you to face the "elephant in the room" and talk about it to the rushees the first day, honestly. If you explain how the sanctions will effect the house in the future (what they really want to know) it is probably less "bad" than they think it is. You know they have heard something about it, and you have no control over what they have heard, BUT you have one chance to tell them what you want them to know: the truth. It doesn't have to be a long explanation, or in depth. It can be light in tone too: last year a few of our members screwed up, and now we are facing the consequences. We admit our problems, and have solved them. Our sisterhood is strong, problems happen in all families but we support each other and move on, blah, blah, blah. A jailhouse rock skit is probably too much - but I would suggest you handle this strait on. Can you tell I was a PR major?
If you handle it right away, then any girl who comes back really respects you and "gets" it. You have nothing to lose by being honest.
