Montana sex education proposal draws outrage

My mother and my sister were both at the early end of Puberty. My sister was in a *real* bra when she started 4th grade, and I'm pretty sure that she had started her period (at least brown-spotting) before the end of 3rd grade (she turned 9 before the end of 3rd grade).

There is a difference in the races as well, African-Americans tend to start pubertly earlier than Caucasians, who tend to be earlier than East Asians.
