blame britney spears... she wears the tight low-rise jeans with her thong hanging out, hell she even wears her thong on the outside of her jeans in her "i'm a slave for you" video... every little girl wants to be like her so its a given that they'll try and dress like her.
you really can't blame A&F though.. they saw a potential profitable product to market to that age range and went for it - no one ever said capitalism had morals.
