Yes.

And your 2nd question really depends. If a chapter has say, a 2.5 requirement, but most of the PNMs have like a 3.5 and up, the girls with 2.5's, 2.6's, etc. are going to look alot less impressive. I find that a well-liked PNM with a 3.5 or something is going to do better than a girl with a 2.5 that they are kind of so-so about.

On the same token, well-liked girl with a 2.5 might fare better than a girl with a 4.0 that doesn't have the best personality. So it just depends.
