I'm sure we can find out where and when these individuals were supposedly 'made' -- usually they volunteer this information (as in the case with the incident with your soror who started this post). I agree. I know in my area EVERYBODY knows who pledged what and when. Like I've said before the greek world is small and people do talk. My take on this is why "perp" just wait until you get the gpa or money to become a member. You miss out on the real benefits of being a member when you perp.
