I think the fear with IFC groups is, basically, "they'll steal members that should go to us," like it's a zero-sum game. And I think from an undergrad perspective, it may look like that - one chapter or another is always opening or closing, so you can blame the one that's closing on the one that opened two years ago. With a more historical perspective that makes less sense, since competition will only damage a chapter that is already weak.

This might even be true, sometimes. If a new chapter gets really strong and gets men that would be sought-after by other houses, maybe they're not increasing the pie. On the other hand, when AEPi (re-opened) on my campus, the men they get are men who most likely would not have joined elsewhere. (And ironically they had to fight the hardest for IFC recognition of any new chapter I've seen!) Not that they get "bad" or lower-quality men, they just get a different bunch, and that's good for the Greek system as a whole.
