Order of Omega Eligibility Question

Order of Omega applications came out this week. I want to join but I'm afraid not being a member of a house on this campus will prevent it. For those of you in OoO does it specifically say in the constitution, bylaws,etc that you have to be a member of a house on that specific campus or is that just assumed?
