Pretty much.
The OP is likely an over-eager new sophomore officer attempting to change her chapter by instituting some new and draconian dress code.
Sisters are not following said rule (which is probably something like "we only wear sweatpants on Fridays") because it's dumb.
She has the misguided idea that positive PR for the chapter = what girls are wearing/doing on campus.
Is appearance part of PR? Yes, but most of the time, if your reputation is suffering, it has nothing to do with girls wearing sweats.
