I say this with all due respect and without bias.
For a chapter such as yours to be award-winning and never suspended, there is an enduring sense that whatever they do as far as hazing goes must be okay if it produces loyal brothers and a chapter program which is recognized nationally for excellence.
I am familiar with chapter cultures such as this one. The only thing left to be done is to purge the chapter of its members and keep it closed until not only all members have graduated, but also the pledges who were themselves hazed, and their classmates who remember how great the chapter was.
I am not sure to what level your chapter alumni remain in Athens after graduation, or how likely young alumni interference will be in a rechartering process, but if the chapter is suspended for a shorter period, there is still a chance of the same habits seeping back into the chapter, only being more underground than before.
Take it from me -- it's for the best.
