He's been asking me similar questions via PM, but directed at himself. For clarification, you are allowed to join another NIC fraternity if and only if you have already resigned membership and have been released by national. Then you have to formally write a letter to the prospective NIC fraternities you wish to join stating your resignation. However, that DOES NOT MEAN another fraternity will let you join. It is essentially up to each fraternity to decide whether or not they want you.
