In terms of musical talent, it's Wu in a wash. Neither Public Enemy nor NWA even made a single album as good as Only Built 4 Cuban Linx, not to mention the full-group stuff.
If the question were intended to deal more with influence, or who was more important socially or musically, then it's much more interesting - I'd probably put Public Enemy as the most important group (in any genre) of the last 25 years, and NWA is in the top 10 or so. But in terms of who's "better" . . . it's almost unfair to compare Chuck D or Ice Cube to the technical ability of the top half of the Wu.
