I wouldn't make a facebook ad, but maybe an event page? That's what chapters do at my school, and it's how I found out about informal recruitment events. Then you can have girls invite people that they know, but it'll also be visible to other people.

Ahh, Facebook as the high tech chalking. No ads, no event pages, no groups anyone can join. No, no, no.

I agree w/ BabyPink's suggestion - get your sisters to make a list of who they want to invite and then send a closed, private FB invitation to those girls and tell them if they want to bring a friend or two that they can. Don't let it be for all to see or "all" will assume they're welcome.
